Penny Colleen Weber, age 64 was born on June 23, 1952 in Norton, VA. Penny was a joy to all who met her until she left this world on March 10, 2017. She waged a brave battle against cancer and was an inspiration to everyone she met. She was the daughter of the late James Sylvester Blackard and Hannah Frances Counts Blackard.

Penny is survived by her loving and devoted husband of 40 years, Wolfgang K. Weber; one sister Betty Blackard Evans and husband Douglas G. Evans of Coeburn, VA; one brother-in-law, Hart...

She waged a brave battle against cancer and was an inspiration to everyone she met. She was the daughter of the late James Sylvester Blackard and Hannah Frances Counts Blackard.

Penny is survived by her loving and devoted husband of 40 years, Wolfgang K. Weber; one sister Betty Blackard Evans and husband Douglas G. Evans of Coeburn, VA; one brother-in-law, Hart G. Weber and wife Janet; three nephews, Douglas G. Evans, Jr. and wife Tammy, Timothy W. Evans and wife Susan, Jody L. Evans and wife Kimberly; three nieces, Jennifer Hollandsworth and husband Daniel, Melinda Evans Kincer, Kristinia Evans Mullins and husband Shane; many great nieces, great nephews, great-great nieces, great-great nephews and many dear friends.

Penny was a graduate of the University of Cincinnati, and for most of her devoted career she was employed in the Insurance and Risk Management field for Family Entertainment Centers and Water Parks

She was a strong willed persistent individual with a big heart and a contagious smile that lit up the room. Penny's greatest joys were to be surrounded by her family members, especially her many nieces and nephews while living and exploring life's adventures one day at a time to its fullest. She was an event planner for all her family and friends and made sure each event was celebrated with great detail honoring individuals and groups.

A Celebration of Life Memorial Service will be conducted Thursday March 16, 2017at Inland Hills Church, 14670 Ramona Ave, Chino, CA with pastor Jim Lewis officiating.
